Greece-Arms Deals: Does Merkel Trade “2nd Bailout” for “60 Eurofighter”?

From time to time there are similar leakages in the European media. That Greece’s lenders, preferably the Germans and the French, put Athens under pressure for lucrative arms deals. There has been talk about German submarines, French frigates and American Apache helicopters. The latest story by German Weekly DIE ZEIT  speaks of multi-billion-euro arms contracts, once the debt-ridden country receives the next aid tranche, estimated to be € 80 billion in  March 2012.

DIE ZEIT quoted an apparent middleman, a frequent visitor at the Greek Defense Ministry, making these allegations.

Fine Weapons for Athens – Frigates, tanks and submarines: Saving Packages By-Pass The Greek Military.  And Germany benefits.

The man knows the wish-list of the Greek Defense Ministry by heart: up to 60 fighter aircraft fighter for maybe € 3.9 billion. French frigates for about four billion euro,  patrol boats worth 400 million euros. So much is necessary for the modernization of the existing Greek fleet. Then it still lacks of ammunition for the Leopard tanks , but also two American Apache helicopters need to be replaced. Oh, and one would like to buy German U-boats, total price: two billion euros.

What the man,who goes in and out at Greece’s Defence Ministry, says sounds absurd. A State which is on the verge of bankruptcy and is supported by billions of the European Union wants to buy tons of weapons? The man in the Athens café is often seen in pictures next to generals of the Army or Defense officials, he often speaks with these guys on the phone, so he knwos what he’s talking about. He knows how sensitive the issue is, and would therefore not be named in the article. Even he holds these arms purchases as not communicable. But things could soon change, he says: “If Greece get paid the next tranche of aid, with € 80 billion expected, in March, there is a real opportunity to conclude new arms contracts.

Quoting several Greek and German sources, DIE ZEIT wrote that the Greek government wanted to order 90 Eurofighters from Germany back in 1999 and that even than Foreign Minister Joschka Fisher (Greens) tried to persuade the Greeks. In fact, every once in a while the German government was trying to remind the Greeks of their Eurofighter needs.

Angela Merkel in the years 2005-2007.  Foreign Minister Guido Westerwelle (FDP) tried to secure the Eurofighters deal even in the spring 2010, just weeks before the Greek bankruptcy. The Greeks did not make any deal and few weeks later Westerwelle told a German newspaper that “Before there is any discussion about aid to Greece , that the country does its full homework on consolidation policy.”

Many German arms companies profited in the last years from the Greek defense needs: 223 Tanks-equipement Typ M109 and one Submarine (Class 214) total worth 403 million EUR, arrived in Greece in 2010! Krauss-Maffei Wegmann delivered 170 Leopard-2 Tanks for 1.7 billion EUR. Thyssen-Krupp delivered submarines, Eurocopter helicopters and Diehl BGT missiles.

Yes, Greeks are proud that their army is equipped with German products! But DIE ZEIT article triggered some negative reactions in Greece and three MPs from left-wing Democratic Left party, submitted a question to Defense Minister Dimitris Avramopoulos, asking whether such allegations are true and whether German Chancellor Angela Merkel has set the Eurofighters deal as precondition for the second bailout (Zougla.gr)

“Ptisi & Diastima”, the older and well respected Greek Defense magazine states:

“Today, there is not even the slightest indication of such deal. To those who check the facts even in a elementary way … the absurdness of this article becomes apparent. Nor the question in the Parliament can serve as any evidence to the truth of these allegations. In our opinion, this question is good proof of the contrary.”

Defencenet.gr, the website of another Greek Defense Magazine, contacted Die Zeit and the author of this article. Defencenet.gr in its article commenting this story says:

“Regarding the essence of the article, the € 4 billion cost for the purchase of 60 Eurofighter mentioned in the German newspaper is completely inaccurate. In the preliminary agreement signed in 2001 for the acquisition of 60 +30 Eurofighter aircraft the cost given for the 60 fighters was € 5.52 billion and this was in 2001!

The unit price of the aircraft in 2001 prices were close to €92 million and this is the cost of the aircraft alone, without his weapons, technical support and spare parts. In any case, the € 4 billion cost as stated in the ‘valid’ reportage of «Die Zeit» is not sufficient for the purchase of 60 Eurofighter aircraft, the unit price for which now reaches € 120 million without weapons and without support. In the agreement that Saudi Arabia recently signed for 72 Eurofighter the cost rouse to €15 billion (over € 200 million per unit!).

The fact is that for the next 10 years the HAF cannot acquire new fighter aircraft as it will raise the budget of the ministry to exceptional levels.

A senior officer of the HAF characterized the reports of the German newspapers «Kronen Zeitung» and «Die Zeit» “As noise without any substance”.

Indeed, typical of the inaccuracy (being polite here) of the «Die Zeit» article is that it states that the budget of the Greek Army rose by 18.2% (?) in 2012! When defencenet.gr shared the facts that the defense budget has declined by 35% from 2008 to 2012 to the journalist of the German newspaper in charge of financial reports her comment was … resounding silence …”

    No way.

Eurofighter is an overpriced and totally mediocre airplane. Anything the Israeli Air Force does not use, the HAF is also not using.

Especially now that the 2 countries have a defense pact already activated. From this point forward our Air Force is a force multiplier and complimentor of our new ally Israel.

Merkel is not even part of the calculation. She can go to the rug heads and camel eaters of the Middle East to sell her crap.

    German liars. Shame on them

The Germans should go to the Athenian Academy and check the German Presidents’ speach in the Academy in 1990.

We won’t buy your rubbish Tranche 1 Typhoons just because you want to get rid of them. We don’t need your money. We HATE YOU.

GIVE BACK WHAT YOU OWE US FROM WORLD WAR 2 AND WE MIGHT TALK TO YOU AGAIN, DESCENDENTS OF THE HUNS. IF IT WEREN’T FOR PRINCESS THEOFANO, YOU WOULD STILL BE HANGING FROM TREES!

  • http://twitter.com/Tweets4Onur Onur O.

They are robbing you and your future by using their puppet politicians (now with the so-called technocrats, servants of the elites) and brainwashing propaganda of your church. Greek church is the world`s most richest organization after Vatican. Most of the Greek territories, vast lands owned by them, they don’t even pay tax but you praise and worship to them after they gave you a cup of soup. Worst of all, you are not ever aware of these things.

I am sure they will find a way to convince you for these arms purchases. Few articles of false propaganda in your media about the so-called “Turkish invasion” would be sufficient.

Thats sad, but you are a hopeless case, even in these bad times, when you are going to oblivion.

    • Phoevos

Onur: Here is the thing about you Turks. You first approach us full of sweet promises like honey. The minute you realize the gig is not working for you then you show an ugly face.

Here is a simple thing you have to realize. We both know we can’t agree on things. So for us Turkey is like it does not exist. We go and make our deals with everybody else and then we explain to the world why a deal can’t be done with you and they fully understand.

What so interesting to me is this: Why do you think you have any influence on Greece? Who gave you that idea to begin with?

You had a theoretical chance with Papandreou because he was a pacifist. But now both the Foreign Ministry and Department of Defense portfolios are in the hands of the opposition, New Democracy.

Do you have any idea who Samaras is? This guy’s grand mother committed suicide the minute Germans troops crossed the GReek border during WWII. And his name Samaras means a “Saddle maker”. This fellow is going to ride Turkey so hard that you wish Papandreou was still in charge.

I think you need to pull down your rolls and prepare for some very rough days. Samaras will not play nice, ever.

      • http://twitter.com/Tweets4Onur Onur O.

***But now both the Foreign Ministry and Department of Defense portfolios are in the hands of the opposition, New Democracy.***

Thats only on paper. Maybe you didn’t realize but Greece is being ruled by the so-called technocrats, appointed by the troika. Greece is officially a protectorate for some time.

***Do you have any idea who Samaras is? This guy’s grand mother committed suicide the minute Germans troops crossed the GReek border during WWII.***

Now her grandson and the other politicians sold their souls to their German masters after ~60 years. Thats quite obvious. I am sure his grandmother turning in her grave then, along with the 100.000s of other Greeks who died because of famine during German/Bulgarian Nazi occupation.

You have lost 10% of your population in 1940s because of German occupation but today you don’t even remember this, instead you are mourning for the supposed martyrs of Ottoman era of ~200 years ago, fueling the hate against us but bowing your German masters.

***I think you need to pull down your rolls and prepare for some very rough days. Samaras will not play nice, ever.***

You are dreaming again. No matter whose in charge in Greece, you cant hurt us more than a mosquito bite. Already, regardless of whose in charge in Greece on paper, Turkey is dealing with the EUSSR and the corporate elites, not against you Greeks. Remember that, you are just a protectorate, a small colony. The moment they dump you, you will fall in to the oblivion. Your so-called Samaras government wont even be able to pay your salaries. This will come sooner or later, most likely this year.

          Onur:

I don’t blame you. Since you are outside Europe you don’t understand European politics. Merkel is a medium intelligence politician, not very talented and when it comes to economics deep down dangerous.

We can run circles around Merkel. We know how to read her and play her for maximum advantage. In case you don’t understand this whole European crisis, it’s because Germany is a cheap skate (and even the Germans admit it):

          • Eric R.

Don’t underestimate Merkel. She grew up under the Communists in East Germany. She knows what it is like to live under tyrants and how to deal with them.

Let’s be fair – Merkel did not create this whole Euro mess, but she is stuck with it, and like it or not, Germany is the biggest and strongest economy in Europe.

I am no fan of Germany, of course, but I believe she is a better national leader than Nicholas Sarkozy.

          • Phoevos

            Eric, yes.

But do you know the part that she left her first husband by leaving a note in their apartment and taking the refrigerator unit ( a fixture)with her?

I am telling you, the woman has some real issues. She hides everything and then acts on pure self-interest.

          • http://twitter.com/Tweets4Onur Onur O.

Like it or not, she is your master now. She is the one who pays your salaries (actually German taxpayers gives but she delivers to the puppets in Greece) and with a sign of her finger, your whole country goes in to the abyss.

          • Phoevos

            Onur:

No. The German taxpayer has not paid a dime. This is all part of Merkel’s propaganda.

          • Tyroneez

            DEAR ONUR
some of your points have a little value …like the need for both our country;s to stop this crazy military confrontation … but its TURKEY who is driving this arms race not GREECE …
as to the EURO CRISIS …
you do not understand anything …
GREECE like any country , including yours needs to roll over its loans from time to time as they become due for payment …
the markets wanted to charge GREECE 25% instead of 2% …that they charge germany …
its greece that refused to play the markets game
and has has skillfully replaced its 350 billion debt , BY GETTING GERMANY AND FRANCE TO BORROW THE WHOLE LOT AT 2% AND LEND IT TO GREECE AT 5% …
GRANTED AT THE SMALL PRICE OF THE AUSTERITY MEASURES …AND A FEW YEARS OF EU FINANCIAL OVERSIGHT
so you see its not new borrowing or a gift bailout from germany… but a cheap loan …
the corrupt markets got absolutely nothing from greece …except a haircut .. ha ha ha
and furthermore GREECES actions have highlighted the eurozones need to have a contingency fund in place …which will be in place by march and will be 700 billion strong for us to call when ever we need it ..
thus ensureing the markets cannot pick off eurozone countrys one by one whenever their loans come due for a roll over …
AND AS A RESULT THE WHOLE EUROZONE WILL EMERGE STRONGER THAN EVER
so once again GREECE SAVES EUROPE FROM DISASTER …
your comments only prove that you , dont know the first thing about finance …
and please try not to believe everything you have been reading in the TURKISH and the anglo-american press , who are no freinds of the EURO, for obvious reasons …
BE WARNED MY FRIEND THE MARKETS CANNOT TOUCH THE EUROZONE NOW …they will turn their sights elswhere …
i would check and see when your country’s loans are due for a rollover …
lets see how much they will try and charge you ????
oh i forget they wouldnt lend to TURKEY
maybe you can go to the IMF like last time maybe not …
perhaps you will find that your lovely government has spent it all on building 100 thousand new mosques and unneccesary weapons …
dont be worrying about GREECE and its finances …we know how to cut financial deals …
            trust me

          • Tyroneez

            ONUR
            YOUR WISHFULL THINKIN AGAIN ..
first of all if GREECE goes GERMANY goes ..
far from GREECE being a german puppet its GREECE who calls the shots ..
more a case of the tail wagging the dog ..
actually its a LOAN at 5% AND NOT A GIFT ….
you are letting your blind hatred of GREECE cloud your judgement ..

            READ BELOW AND LEARN ..

    • Sikoseto

You seriously over estimate Greece’s care factor for what you bastard Turks think, no one gives a flying fuck about the Turks, you’ra all a bunch of pussies who go after the giants of the world, the Kurds, Armenians, Cypriots HAHAHAHAHA
You guys are being played like a flute by Germany/France by them making you think you have a chance of being part of Europe HAHAHAHAHA
They also make you think its Cyprus that stops you from being in Europe HAHAHA when it in fact is Germany/France

      TOURKOS KALOS MONOS NEKROS

      • Tyroneez

        DEAR SIKOSETO
SURELY YOU CAN MAKE A ,VALID POINT , WITHOUT THE ABSURD INSULTS ..
I KNOW PLENTY OF TURKS WHO DO NOT AGREE WITH TURKISH FOREIGN POLICY …
AND THEY ARE TO BE WELCOMED AS BROTHERS AND ALLIES …IN OUR COMMON STRUGGLE AGAINST THE TURKISH DEEP STATE AND FOREIGN OFFICE PLANS ..
BEFORE WE ARE ALL ENGULFFED IN A CATASROPHIC DISASTER ..
YOUR RACIST OUTBURST ARE AN EMBARESSMENT …
AND TOTALLY COUNTER TO OUR HELLENIC AND EUROPEAN ETHICS … WHICH YOU CLAIM TO SUPPORT AND DEFEND ???????????????????????????????????????????

        • Sikoseto

Spare me the Turkish brothers/allies angle, that is fruit loop talk

          • Tyroneez

            sikoseto
turkish expansionism is state policy in turkey …
that doesnt mean that everybody agrees with it …
20 million kurdish citizens do not …
neither do turks who understand , its the mlitary and populist politicians , spinning that line …
we need to oppose the policy , not the people ….
its no good hating all americans , or brits , because of their foriegn policy …
surely you can see that …
its a view , and you are free to believe otherwise …
but the racist comments plays in to the hands of our critics …
WE GREEKS ARE SUPPOSED TO BE SUPERIOR TO THAT

This is a very Pro-Jewish web site. I think you need to study more as to whats really going on (politically and also financial) and you might reconsider the way you portray your articles (pro-israel vs anti German/Russian/Chinese…. Or maybe not… and just allow the entire knife to be inserted into the Greek nations back that will eventually come sooner from the Jew/Anglo-Americans.

    • Phoevos

      Jim:

What pro-Jewish site? Don’t you understand what is going on?

Last September Israel, Cyprus and Greece activated a secret defense pact which is in full effect as we speak.

How can a website dealing with defense issues of interest to Greece, ignore/tone down Israel? We are clearly now on the same side as Israel and as long as the pact remains Israel’s issues are our issues and vice-versa.

What would you rather discuss here?

Russians you said? why don’t you look up the Orlof revolt? Russian credibility in Greece is very low because there are numerous let downs by the Russians who have more interest in the Middle East than any place else.

      http://en.wikipedia.org/wiki/Orlov_Revolt

      • Tyroneez

        actually phoevo

ISRAEL is now on our side , and has turned to this alliance with CYPRUS and GREECE in desperation after it realised that TURKEY its erstwhile ally of 50 years was actually the BIGGEST POTENTIAL THREAT TO ITS CONTINUED EXISTANCE …
(talk about raise a crow to pluck out your eyes )
not that we should not welcome ISREAL on our side , as it now means our task of containing AN EXPANSIONIST TURKEY is made that much easier …

but make no mistake , we have opposed TURKISH belligerance ALL ALONE for the last 60 years or more .. not to mention past century’s …
all the while the ISREALIS were supporting them and giving them secret technical assistance , and the USA turned a blind eye on everything … for ISREALS SAKE …
but now ISREAL has seen the light …
things will move forward rapidly ….
        at last ..
